Under the direction of the Chief Operating Officer, the Procurement Compliance Analyst serves as University Hospitals Trust's (UHT) operational compliance checkpoint. This role ensures that UHT fulfills all legal, regulatory, and internal policy requirements governing construction procurement (State of Oklahoma Title 61) and acquisitions (UHT approved policies based on State of Oklahoma Title 74).
Operating independently to provide objective oversight, the Compliance Analyst is embedded within the 1CALL Cloud project management platform. This is a proactive function where the analyst inspects the work of project managers, reviewing solicitations and contracts, verifying insurance and bonding, and monitoring policy adherence at defined checkpoints throughout every project and acquisition lifecycle.
A key aspect of this position involves direct collaboration with the 1CALL Cloud development team to design and maintain workflow enforcement gates. These gates require analyst review before any project or acquisition can advance, ensuring that no action proceeds without the necessary documentation and compliance verification.

Education: Bachelor's degree in Construction Management, Business Administration, Public Administration, Legal Studies, or related field required.
Demonstrated knowledge of Oklahoma public competitive bidding statutes (Title 61 and/or Title 74) or comparable state procurement law. Experience in a state agency, public authority, university system, or healthcare organization subject to public procurement requirements. Familiarity with construction management delivery methods (CM-at-Risk, Design-Bid-Build, IDIQ) and AIA contract documents. Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) credential. Experience working within an integrated project management system for documentation, workflow enforcement, and audit trail management.
