Role: Senior Data Solutions Architect Location: Arlington, VA Pay Rate Range: $70 - $75 hour Internal Job ID: 10034665 This position implements solutions definition and data management capabilities. Serves as subject matter expert on business solutions and data management best practices for all business units that administer and support the benefit plans. Serves as a resource in complex solution implementation projects that will mature I&FS operations, deliver business insights, and provide decision-making capabilities. Partners and collaborates with the Enterprise Architecture (EA) team and other stakeholder groups in solution design. Essential Duties and Responsibilities: Defines, organizes, and maintains business data architecture and data management processes related to business solution architecture to support solutions implementation and operational processes. Supports cross-functional governing body to ensure that critical data required to support operational processes are properly defined, documented, and governed to meet ongoing business objectives and information management strategies. Leads business and technology stakeholders in defining overarching business solution architecture, data requirements and standards, data interchange approach, and data governance activities throughout all phases of the Solution Lifecycle (SLC). Leads complex data solutions initiatives while overseeing the involvement of the business, data management, and technology team members to meet the project’s business capabilities and objectives. Researches, investigates, and recommends solution approaches. Defines and drives the interaction between the data management team with IT resources to ensure proper data activities are identified and incorporated into the project approach. Advocates and establishes procedures for including the data management perspective in the IT work products (e.g., functional requirements, design documents, wireframes, data validation approach, end to end test cases). Develops and implements a framework and process for managing and publishing the common data requirements, data related business logic, data flows and integrations, and associated metadata (definitions, policies, data lineage etc.) for all I&FS business lines. Responsible for the proper security and disposal of any confidential information they may possess while performing this position’s job duties. Formal Education Required: BS/BA in Computer Science, Information Systems, Management Science, Business Administration, or related field. Master’s degree preferred. Experience and Certifications Required: 9 years of experience in technology implementations as a systems or data analyst, preferably in the employee benefits, insurance, and/or financial services industry. 6 years of experience working with distributed systems and environments (including cloud environments), with heavy data interchange and data flow activities. 4 years of experience implementing solutions using agile and waterfall development methodology. Direct experience in implementing solutions at an organization that is transitioning from waterfall to agile is a plus. Experience with MS data management product suite (SQL Server Management Studio, SSIS, etc.) a plus. Experience with NoSQL database platforms (MongoDB, DynamoDB, etc.) a plus. Experience with implementing governance frameworks, leading standards definition initiatives, and aligning integration specifications with defined data standards. Achievement or current pursuit of certification is required in: Certification in data management such as Certified Business Intelligence Professional (CBIP) from Transforming Data With Intelligence (TDWI) or Certified Data Management Professional (CDMP) from Data Management Association (DAMA). Certification in architecture framework such as TOGAF-9 Foundation, TOGAF Business Architecture Foundation, or approved equivalent. Knowledge, Skills and Abilities Required (as demonstrated by prior work experience) : Knowledge of data management principles, including the organization, placement, and accessibility of data to support business objectives, including knowledge of set theories and logic, and working with medium to large data sets (10K to 5M rows). Knowledge of data integration approaches, typical integration design patterns, and best practices. Knowledge of basic transaction management principles, such as concurrency control and effective failure recovery (rollback) to ensure data integrity across integrated systems. Ability to coordinate and bring together resources from various perspectives (business, data, technology, etc.) to implement quality solutions. Ability to advocate for innovative and creative solution approaches and designs, capabilities improvements, and serve as a change agent to advance system and data management capabilities. Ability to perform and work on multiple tasks with changing conditions/policies/procedures and priorities in a fast-paced and sometimes intense working environment, while staying productive and maintaining a high level of accuracy. Ability to communicate, both verbally and in writing, with a diverse membership, employees, and vendors in a clear and precise manner. Ability to use Microsoft Office tools (Excel, Word, Outlook, Power Point) and MS Visio and MS Access in the day-to-day essential duties of the job.
