Temporary (Library Employees Only) Leadership Development Program Fellow Opening Date : November 12, 2024 Closing Date : December 30, 2024 LC Organization Unit : Office of the Chief Operating Officer Grade : GS-11/12/13 Series : N/A Availability : Library Employees Only Duration : April 2025 to February 2026 (no December sessions) Duration: The Leadership Development Program (LDP) is scheduled to begin in April 2025. The program comprises training sessions, which will be held one week per month (five consecutive business days) from April 2025 to February 2026 (no December sessions). In addition, fellows will serve in an acting supervisory detail from March to June 2026, not to exceed 120 days. Specific start/end dates will be determined by LDP Program Manager in conjunction with detail supervisor. Tour of Duty During Supervisory Detail: Fellows should be prepared to work a full-time five-day-a-week schedule. (Telework will be contingent on the work and the service unit’s telework policy status in accordance with the telework policies of the service unit.) Program Overview: LDP is a competency–based training program for employees in grades GS 11, 12, and 13 interested in developing a foundation for effective leadership and supervisory skills. Fellows participate in a variety of learning experiences designed to improve current performance, enhance leadership skills, increase knowledge of Library operations, and serve in a 120-day acting supervisory role. The program provides focused staff development opportunities to match the goals of the Library’s Strategic Plan. While not a placement program, the LDP supports the agency-wide succession management strategy, which ensures that the Library is staffed to meet current and future business needs. Eligibility: Applicants must apply only at the grade level they currently occupy. To be eligible to participate in the LDP, employees must: Be current, full-time Library of Congress non-supervisory employees who are at the GS-11 through GS-13 grade levels, with a minimum of two years of previous Library of Congress employment, as of the program start date, April 14, 2025 (no exceptions). Have permanent status or indefinite status without not-to-exceed (NTE) dates. Have no disciplinary actions for two years prior to the application deadline date. A professional recommendation letter (not to exceed one page and written by current or former professional colleague, mentor, coach, current or former supervisor). A statement of interest following the prompts listed below (not to exceed four pages): Describe any development activities you have pursued to increase your ability to work effectively in a professional or volunteer leadership role. Describe a time when you received constructive/corrective feedback in a professional or volunteer role. Describe a time when you worked collaboratively with others to achieve a goal in a professional or volunteer role. Describe the reason(s) you are interested in participating in the Leadership Development Program and how you would apply the skills gained in the program to further the Library’s Strategic Plan. Please Note: Eligible applicants who advance in the review process will be notified and scheduled for an interview. Finalists may be asked to provide writing samples. Finalists may be asked to submit a recorded presentation or briefing. Finalists may be asked for additional references. All finalists must obtain approval from their current supervisor in order to participate in the program. Finalists must submit a completed LDP reference/recommendation form to be completed and signed by their current supervisor.
